The rule
By the rule most calculators use, you are Manglik when Mars sits in the 1st, 2nd, 4th, 7th, 8th or 12th house. It is usually counted from the rising sign, and often also from the Moon and from Venus.
How common it is
Six houses out of twelve is half the sky. In our count of 20,000 birth charts, 50% are Manglik from the rising sign alone, 75% from the rising sign or the Moon, and 88% by at least one of the three counts.
Where it comes from
The Manglik rule is a popular tradition, much repeated when families compare charts before a marriage. It is not in the classical texts our readings are checked against.
That does not make it meaningless to the people who hold it. It does mean nobody should be afraid of it.

Can a Manglik marry someone who isn’t?
Of course. The rule is a tradition, not a law of nature. Many people who follow it also follow its long list of exceptions; we don’t grade those.
Does Manglik mean something bad will happen?
No. We don’t make predictions, and a placement shared by half of everyone is not a verdict on a marriage.
